You can customize this tiny hat to match any outfit or theme—polka dots, chevron, stripes, or a solid color. Black makes a great witch’s hat, and you can mix patterns, tulle, and embellishments for different occasions.
What do you need to make a Party Hat Hair Clip?

- 1 alligator hair clip
- 1/4 yd of 2 to 2 1/4 inch grosgrain ribbon
- 3 inches of 3/8 inch grosgrain ribbon
- 6-inch scrap of tulle
- 1-cm pompom ball
- Assorted embellishments (rhinestones, tiny pompoms, buttons, etc.)
- Fray check (or a cigarette lighter) to seal ribbon edges
- Hot glue gun and scissors
How do you make a Party Hat Hair Clip?
Start by covering the alligator clip with ribbon. You can secure the ribbon with double-sided tape or hot glue for a clean finish.

Cut a square of your wider ribbon. If using 2 1/4-inch ribbon, cut a 2 1/4-inch piece; if using 2-inch ribbon, cut a 2 x 2 inch piece. Trim it into a rounded triangle to form the hat shape, and seal the raw edges with fray check or carefully melt them with a lighter to prevent fraying.

Roll the rounded triangle into a cone and secure the seam with hot glue. Seal the bottom edge of the cone as needed to stop fraying.
From the same wide ribbon, cut a 1 1/2-inch strip, round the edges, and form a circle to create the hat brim. Seal the edges with fray check or a lighter.

Prepare the tulle: cut the 6-inch scrap in half so you have two 3-inch pieces. Put a small drop of hot glue in the center of each piece and gather the fabric to create a little puff. Scrunch and roll the center between your fingers to help form the shape.
Layer the two gathered tulle pieces in an X shape and glue them together in the center to make a small tulle bow.

Glue the tulle bow to the center of the round ribbon brim. Then add a thin ring of hot glue around the bottom edge of the cone and press the cone onto the tulle and brim assembly so the pieces form one hat unit.
Decorate the finished hat however you like. This example uses a small pompom at the tip and a tiny polka-dot ribbon bow at the base, but you can add rhinestones, sequins, buttons, or additional trim to suit your design.

Apply hot glue along the top of the covered alligator clip and press the finished hat onto the clip’s base. Hold firmly until the glue sets.
Allow the glue to cool completely before using. Once set, clip this tiny party hat into hair to add instant festive flair.
